Vincent is head of Houthoff’s Investigations & Public Enforcement practice. He specialises in financial and economic public law. Vincent assists clients that are the subject of regulatory investigation, supervision and enforcement, or that have brought proceedings in relation to such matters, by swiftly and efficiently finding a solution for the problems identified during the investigation. Preventing or limiting reputational damage is an essential part of his work, as are ensuring a good relationship with the key stakeholders and providing effective and efficient assistance in the event of litigation.

Vincent is an expert in handling politically sensitive cases, and advises on and litigates matters at the interface between public and private law. Vincent is a lecturer at the Law Firm School and in the postgraduate Insurance Law programme at the University of Amsterdam. He is also a regular annotator for Dutch case-law journal JOR. Vincent is associated with the Institute for Financial Crime and a member of various professional associations.

Houthoff represented Sligro before the Rotterdam District Court in a procedure in which Sligro's competitors (through Maxxam) challenged the ACM's clearance of the acquisition by Sligro of a part of Heineken's wholesale activities. This matter concerns a rare appeal of a merger clearance decision, in which Maxxam challenged the methodology applied by the ACM. The District Court sided with the ACM and Sligro.

Houthoff represented Nationale Nederlanden (NN) in proceedings that were brought by the foundation Vereniging Woekerpolis.nl in relation to investment-linked insurance offered by NN. The court ruled that generally speaking NN had provided sufficient information on costs and premiums.
