Roel's area of expertise is prudential supervision. He advises financial institutions, their shareholders and their clients on the interpretation and application of European and Dutch regulatory law.

He gained extensive experience in this area during his time with the Dutch Central Bank (DNB), where he worked from 1997 to 2008. His experience there included a spell with the CEBS (currently the European Banking Authority) from 2004 to 2007. He chaired the Working Group on National Discretions from 2007 to 2008 while also representing DNB in the Expert Group on Capital Requirements.

Since 2009, he has lectured at the Erasmus School of Law, the London School of Economics (LSE) and other institutions. He teaches prudential supervision of banks and insurers as well as the related cross-sector issues at the Erasmus University. Roel also lectures in the short course on Financial Regulation at the London School of Economics and postgraduate Insurance Law programme at the University of Amsterdam.

In addition to regularly publishing in professional journals, Roel has authored the EU Banking Supervision handbook and contributed to Zicht op toezicht in de verzekeringssector (the chapter on prudential supervision of insurers in the Netherlands).

Roel is a member of the Dutch Financial Law Association (Vereniging voor Financieel Recht), and a diversity educator at COC Amsterdam.

QUALIFICATIONS & EXPERIENCE

  • Ph.D. from the Erasmus School of Law for his thesis Are EU Banks Safe?
  • Assisted the Salvation Army in setting up the investment fund 'Stichting Leger des Heils WoonVermogen' for construction projects that make a social impact. The 'Stichting Leger des Heils WoonVermogen' is funded by private investors and aims to build 250 residences for vulnerable people in the coming years.
  • Advised ASR Nederland N.V. (a.s.r.) on the acquisition of a 50% interest from Brand New Day in Brand New Day Premiepensioeninstelling N.V. (BND PPI) and the sale of a.s.r.'s 10% interest in Brand New Day Houdstermaatschappij N.V. for a total amount of EUR 51 million.
  • Advised Yarden, one of the largest funeral service providers in the Netherlands, and its two shareholders (the Vereniging Yarden and the Stichting Yarden) in the sale of Yarden to DELA.
  • Advised GIC, Singapore’s sovereign wealth fund, on the joint venture agreement with Equinix for more than USD 1 billion to develop and operate hyperscale data centres in Europe. The joint venture will acquire two operational data centres in London and Paris and plans to futher develop data centres in Amsterdam, Frankfurt (two sites) and London. Houthoff was co-counsel to Kirkland & Ellis on this transaction.
  • Houthoff advised a.s.r., a large Dutch insurance company, on the acquisition of VvAA Levensverzekeringen, the life insurance business of VvAA Groep. The life insurance portfolio comprises approximately 18,000 policies. The annual premium income is EUR 28m, and the technical provisions amount to EUR 430m. In addition to a multi-year life insurance partnership, VvAA and a.s.r. also intend to further expand the services to VvAA members.
