Roel is gespecialiseerd in prudentieel toezicht. Hij geeft advies aan financiële instellingen, hun aandeelhouders en hun cliënten over de uitleg en toepassing van Europees en Nederlands financieel toezichtrecht.

Hij heeft uitgebreide ervaring opgedaan op dit gebied tijdens zijn carrière bij DNB, waar hij van 1997 tot 2008 werkzaam was. Hij is van 2004 tot 2007 gedetacheerd geweest bij de CEBS (nu: de European Banking Authority). Van 2007 tot 2008 is hij voorzitter geweest van de Werkgroep inzake nationale discreties (Working Group on National Discretions) terwijl hij daarnaast DNB vertegenwoordigde in de Expert Group on Capital Requirements. 

Vanaf 2009 is hij docent aan onder meer de Erasmus School of Law en de London School of Economics (LSE). Hij geeft les in prudentieel toezicht op banken en verzekeraars alsmede in de daaraan gerelateerde sectoroverschrijdende kwesties aan de Erasmus University. Roel geeft ook les in de Short Course on Financial Regulation van de London School of Economics en is docent bij de Leergang Verzekeringsrecht aan de Universiteit van Amsterdam.

Roel publiceert niet alleen geregeld in de vakbladen, maar is ook de schrijver van het handboek 'Eu Banking Supervision' en heeft met een hoofdstuk over het prudentieel toezicht op verzekeraars in Nederland bijgedragen aan het boek 'Zicht op toezicht in de verzekeringssector'.

Roel is lid van de Vereniging voor Financieel Recht en voorlichter over diversiteit bij het COC Amsterdam.

    Assisted the Salvation Army in setting up the investment fund 'Stichting Leger des Heils WoonVermogen' for construction projects that make a social impact. The 'Stichting Leger des Heils WoonVermogen' is funded by private investors and aims to build 250 residences for vulnerable people in the coming years.

    Advised ASR Nederland N.V. (a.s.r.) on the acquisition of a 50% interest from Brand New Day in Brand New Day Premiepensioeninstelling N.V. (BND PPI) and the sale of a.s.r.'s 10% interest in Brand New Day Houdstermaatschappij N.V. for a total amount of EUR 51 million.

    Advised Yarden, one of the largest funeral service providers in the Netherlands, and its two shareholders (the Vereniging Yarden and the Stichting Yarden) in the sale of Yarden to DELA.

    Advised GIC, Singapore’s sovereign wealth fund, on the joint venture agreement with Equinix for more than USD 1 billion to develop and operate hyperscale data centres in Europe. The joint venture will acquire two operational data centres in London and Paris and plans to futher develop data centres in Amsterdam, Frankfurt (two sites) and London. Houthoff was co-counsel to Kirkland & Ellis on this transaction.
  • Highlighted Matters
    Houthoff advised a.s.r., a large Dutch insurance company, on the acquisition of VvAA Levensverzekeringen, the life insurance business of VvAA Groep. The life insurance portfolio comprises approximately 18,000 policies. The annual premium income is EUR 28m, and the technical provisions amount to EUR 430m. In addition to a multi-year life insurance partnership, VvAA and a.s.r. also intend to further expand the services to VvAA members.
