Jan Frans is gespecialiseerd in publiekrecht en cassatie. Hij geeft leiding aan de brede omgevingsrechtpraktijk van Houthoff. Zijn expertise betreft in het bijzonder het ruimtelijk bestuursrecht, publiek-private samenwerking, grondbeleid en onteigening. Jan Frans adviseert en procedeert in zaken en projecten met complexe verhoudingen tussen private en publieke belangen, en treedt daarbij op voor overheden, ontwikkelaars, beleggers en grote ondernemingen. Binnen zijn praktijk bestaat een focus op grootschalige gebiedsontwikkelingsprojecten, binnenstedelijke herontwikkeling en overheidscontracten. Hij procedeert in feitelijke instanties voor de civiele rechters en bestuursrechters.
Daarnaast is Jan Frans advocaat bij de Hoge Raad. In cassatie legt hij zich met name toe op geschillen met publiekrechtelijke aspecten: contracten met de overheid, overheidsaansprakelijkheid, onteigening, vastgoed, aanbesteding en staatssteun. Jan Frans is voorzitter van de Vereniging van Onteigenings-Advocaten (VOA), en lid van onder meer de Vereniging van Civiele Cassatieadvocaten (VCCA), de Vereniging voor Onteigeningsrecht (VvOR), de Vereniging voor Bestuursrecht (VAR) en de Vereniging voor Bouwrecht. Hij publiceert frequent over grondbeleid en onteigening, en doceert onder meer aan de Grotius Academie (Omgevingsrecht) en bij het Instituut voor Bouwrecht.

Together with Skadden Arps we advised ExxonMobil on matters of Suriname law in connection with an offshore oil and gas drilling project in Suriname.

Houthoff is the lead counsel to the private owner of the vast Dutch polder Duchess Hedwige (adjacent to the Belgian border in the southern part of the Province of Zeeland). Houthoff advises the owner and litigates against the Dutch Government regarding the planned project of the Dutch Government to submerge the privately-owned polder (more than 300 hectares of cultivated land) and turn it into estuarine nature.
